Kentucky puts it in regulation. 601 KAR 9:115 requires proof of payment of the federal heavy vehicle use tax before any motor vehicle with a declared gross weight of vehicle and towed unit of 55,000 pounds or more is registered — presented to the county clerk, or to the Transportation Cabinet if you are applying for apportioned registration under IRP.
Whichever counter you end up at, the document is the same: the Schedule 1 the IRS returns after processing your Form 2290, either manually stamped or carrying the e-file watermark. E-filing returns it within minutes, which matters when registration or a plate renewal is waiting on it.
KYU is a second, higher threshold — do not confuse the two
Kentucky’s own weight-distance tax, the KYU highway use license, starts at a combined license weight greater than 59,999 pounds — a higher bar than the federal 2290’s 55,000. It runs at 2.85 cents per Kentucky mile, requires quarterly returns even in quarters with zero miles (a missed zero filing brings penalty, interest and a $500 revocation fee), and farm-plate vehicles are exempt from it.
Apportioned (IRP) registration in Kentucky
If you run in two or more jurisdictions, you register through the International Registration Plan rather than as a purely intrastate vehicle. In Kentucky that is handled by KYTC Division of Motor Carriers, Motor Carrier Portal. Proof of HVUT payment is part of the IRP application and renewal — an apportioned account cannot add a taxable vehicle whose Form 2290 is unpaid.
