What “IRS-Authorized” Actually Means
The IRS does not offer a Form 2290 filing screen on IRS.gov. Every electronically filed Form 2290 travels through a commercial provider’s software into the IRS Modernized e-File (MeF) system — so the IRS tests the software first. To earn a place on the provider list, a company must pass the Assurance Testing System (ATS): its software has to prepare and transmit Form 2290 data in the exact format MeF requires, passing the IRS’s schema and business-rule validation.
The IRS publishes the companies that passed for each tax year. For the 2026–2027 HVUT period, that is the tax year 2026 Form 2290 MeF provider list — and Send 2290 is on it, listed as “Send 2290.”
Why does this matter to you? Because the stamped Schedule 1 your registration depends on only exists if your return actually reached and was accepted by the IRS MeF system. What IRS Authorization Does Not Mean
