NDDOT words it precisely: Form 2290 is required for vehicles with a registered weight of 55,000 pounds or more, and if the date of registration is more than 59 days from the date of purchase. The stamped Schedule 1 β or the printed electronically-filed receipt β must be submitted with the registration application before the division will issue a license.
Whichever counter you end up at, the document is the same: the Schedule 1 the IRS returns after processing your Form 2290, either manually stamped or carrying the e-file watermark. E-filing returns it within minutes, which matters when registration or a plate renewal is waiting on it.
You can upload the 2290 β but not at a branch office
North Dakota lets carriers upload the Form 2290 directly through its Motor Carrier Online System rather than mailing it in, and even runs a dedicated appointment line for 2290 questions. The catch is location: IRP accounts and renewals cannot be opened or processed at any branch office β those go through Bismarck, by appointment.
Apportioned (IRP) registration in North Dakota
If you run in two or more jurisdictions, you register through the International Registration Plan rather than as a purely intrastate vehicle.
