Michigan centralizes apportioned registration completely: one IRP Unit in Lansing issues every plate and cab card, and the branch offices that handle ordinary Michigan renewals cannot assist with IRP at all. The carrier-facing channel is the Secretary of State’s online services, entered at michigan.gov/irp and authenticated through MiLogin for Business.
The system rewards preparation — and penalizes winging it, with a documentation rule that restricts online access for carriers who process transactions without their papers in hand.
Access and the documentation rule
New accounts open through online services (IRP Services → Apply); existing carriers log in via MiLogin for Business (password help: 1-888-767-6424). Any IRP transaction can be processed and paid online around the clock; renewals can also go by mail. The warning Michigan prints in bold: ALL documents must be in your possession before processing online — an undocumented transaction gets your online access restricted, and fees paid for undocumented transactions are not refunded.
Staggered months and the renewal rhythm
Michigan staggers IRP so credentials expire in different months, pegged to when the account opened — an account opened in January expires December 31, one opened in July expires June 30 — always on the last day of the month, with enforcement the first day after. Renewal applications appear in online services (or the mail) 60 days before expiration, with an email alert for online accounts.
And plan on eventually being audited: Michigan is required to audit 3% of renewed accounts per year, comparing trip records against quarterly summaries and renewal-reported distances — the state itself notes most Michigan IRP accounts will eventually be audited.
Michigan’s 2290 windows — the most explicit in the country
Michigan publishes exactly which tax year’s Schedule 1 works when: although the new HVUT period begins July 1, owners have until October 1 before the new period’s 2290 must be shown. From July 1 through September 30, proof from either the last tax year or the current one is accepted; from October 1 through June 30, only the current year.
Acceptable formats: the validated Schedule 1 (photocopy fine, stamp fully legible) or the e-filed Schedule 1 showing the full electronic watermark and the complete payment-received date. No validated copy yet? Michigan takes the 2290 front page plus Schedule 1 plus payment evidence — both sides of the IRS-validated check, an IRS cash receipt (Form 809), or an EFTPS payment confirmation. Vehicles registered within 60 days of purchase are excused entirely.
