MVP and the application set
The Motor Vehicle Portal handles IRP originals, supplements, and renewals along with IFTA and general fleet business — the DMV publishes dedicated MVP-for-IRP training materials. The paper backbone is the TC-852 apportioned application (Schedule A) with the TC-899B mileage schedule; Utah-based fleets operating in two or more jurisdictions qualify at the standard thresholds (26,000 pounds or three axles).
The Tax Commission synergy is real money: interstate carriers running IFTA-qualified vehicles can file the TC-719 Sales Tax Exemption Affidavit with the same agency — an exemption on qualifying purchases that carriers based in DOT-run states have to chase across agencies.
Utah’s two thresholds — read the stricter one
Utah’s Motor Carrier 2290 page requires the most current stamped Schedule 1 for all power units with a registered weight over 54,000 pounds GVW, while its general commercial-vehicle page says the tax applies over 55,000 pounds. The federal taxable floor is 55,000 — but for IRP paperwork, the Motor Carrier page is the one the counter works from, so treat "over 54,000 registered" as the operative trigger and bring the Schedule 1 whenever you are close to the line.
The page also points carriers to the IRS’s Salt Lake City and Ogden walk-in offices (appointments required) for stamping — a trip e-filing makes unnecessary, since the watermarked Schedule 1 arrives within minutes of acceptance.
