Maine is a two-step state, and the first step is local: excise tax is an annual tax that must be paid before registering your vehicle, and it is paid at the town office where the owner resides. Only then do you register with the Bureau of Motor Vehicles, which publishes its own Heavy Vehicle Use Tax proof-of-payment form (MV-2) for the federal requirement.

Your town gets paid before the state does

Maine excise tax is calculated on the manufacturer’s suggested retail price using mill rates that step down with vehicle age — from 24 mills in the first year to 4 mills from the sixth year onward — and resets every January 1. Apportioned (IRP) registration in Maine
