Where Oregon wants your Schedule 1
ODOT states that HVUT is required for vehicles registered at a gross combined weight of 55,000 pounds or more, and asks you to send a receipted copy of the Schedule 1 for the current tax period. If the receipted version is not available, a copy of the Schedule 1 with the front and back of the cancelled check is accepted, and a bill of sale substitutes when renewing within 60 days of purchase.
Whichever counter you end up at, the document is the same: the Schedule 1 the IRS returns after processing your Form 2290, either manually stamped or carrying the e-file watermark. E-filing returns it within minutes, which matters when registration or a plate renewal is waiting on it.
Oregon taxes miles, not fuel
Instead of a fuel tax on heavy trucks, Oregon levies a Weight-Mile Tax on miles driven on Oregon roads, administered by ODOT rather than the IRS or the DMV. It applies at 26,001 pounds and up, is billed from declared-weight rate tables, and is filed monthly or quarterly by election — with a 10% penalty on late tax. It sits entirely alongside your federal 2290, not instead of it.
Apportioned (IRP) registration in Oregon
If you run in two or more jurisdictions, you register through the International Registration Plan rather than as a purely intrastate vehicle. In Oregon that is handled by ODOT Commerce and Compliance Division, via Oregon Trucking Online (503-378-6699). Proof of HVUT payment is part of the IRP application and renewal — an apportioned account cannot add a taxable vehicle whose Form 2290 is unpaid.
