Alabama took the 2290 friction out of apportioned registration before most states: since mid-2021 its Revenue Department electronically verifies e-filed returns, so a properly e-filed 2290 needs no stamped upload at all. The rest of the system is classically Alabama — county license officials for intrastate plates, a single AMC System login for carriers, and two renewal calendars running side by side.
The AMC System
The Alabama Motor Carrier System handles IRP applications and renewals, IFTA licensing, quarterly returns and renewals (opening each November), and trip, fuel and combination permits — free to use, no software required. Login is your 9-digit taxpayer ID (FEIN or SSN) with no dashes. IRP renewals appear in the system on the first day of your renewal month.
New apportioned accounts document an established Alabama business location (or three proofs of residency), IRP Schedules A, B and G, the responsible carrier’s USDOT number, ad valorem tax compliance, an Alabama title or application, leases where applicable — and the HVUT proof.
The paperless 2290 — and the 60-day alternative
Alabama requires HVUT proof for vehicles registered at 55,000 pounds gross weight or more: the IRS-receipted Form 2290 Schedule 1 or a photocopy. The 2021 modernization is the headline: when the 2290 is e-filed through participating IRS providers, ALDOR verifies the filing electronically — no document upload, completely paperless IRP applications. County licensing officials enforce the same threshold for intrastate registrations under Alabama’s administrative code.
New and used vehicles registered at qualifying weight within 60 days of purchase can substitute the bill of sale (or a photocopy, or other evidence of title transfer) for the Schedule 1 — Alabama publishes the alternative explicitly.
Two clocks for mixed fleets: leased, commercial, and fleet vehicles on intrastate plates all renew in October and November with registrations expiring November 30 — while IRP accounts renew in their own staggered month. Fleets running both kinds of plates juggle both calendars every fall.
