Arkansas pairs an ordinary online system with the most unusual counter service in the IRP world: a formal arrangement under which the state’s IRP Unit mails your Form 2290 and payment to the IRS on your behalf, letting you register immediately. The renewal checklist, meanwhile, reaches well beyond registration into the state’s own tax housekeeping.
Systems and accounts
The DFA Trucking Portal is the information hub — linking the IRP manual, Form 2290, UCR, FMCSA registration and permit systems — while the Arkansas Motor Carrier System (AMCS) is where transactions happen: IRP renewals, supplements and applications plus IFTA filings. First-time registrants can even self-register an IRP account online. Intrastate trucks live in a different world entirely: State Revenue Offices, with online renewals through STAR and MyDMV.
The 2290 rules — and the courier service
At renewal, Arkansas wants a legible stamped Form 2290 Schedule 1 for all power units registered at 55,000 pounds or more — with checking language stricter than most states publish: the form must be stamped by the IRS and indicate the weight category at which the tax was paid. A watermarked e-file Schedule 1 shows both.
The alternative is the walk-in forwarding service: bring the completed original 2290, two copies of Schedule 1, and full payment to the United States Treasury, and the IRP Unit mails the return and payment to the IRS the next business day — registering your truck without waiting for the receipted copy. The state is careful about the fine print: participation is voluntary, the IRS does not consider the return filed until it arrives, and the IRP Unit is not an agent of the IRS.
The renewal checklist goes beyond the 2290: proof of liability insurance for all power units; the PSC annual report (for-hire) or a current personal property assessment (private); current ad valorem or personal property tax receipts; lease agreements; the signed records affirmation; and UCR paid for the current AND previous year. Credentials are not issued until every item is in.
Records: the GPS rule
Arkansas retains the IRP three-year records rule and adds modern teeth: since January 1, 2024, GPS-based distance records must log at least every 15 minutes with four-decimal coordinates, produced in spreadsheet formats — XLS, XLSX, CSV or delimited text. PDFs, JPEGs and Word files are explicitly not considered accessible.
