Delaware words it its own way: owners with vehicles weighing over 55,000 pounds must provide a current Federal Heavy Weight Use Tax Form 2290 prior to renewal. Note the requirement is tied to renewal, and that Delaware’s Motor Carrier Services Section itself administers Heavy Highway Use Tax returns alongside IRP, IFTA and UCR.
Whichever counter you end up at, the document is the same: the Schedule 1 the IRS returns after processing your Form 2290, either manually stamped or carrying the e-file watermark. E-filing returns it within minutes, which matters when registration or a plate renewal is waiting on it.
Renewal is inspection-linked, and new accounts are by appointment
Delaware ties renewal length to inspection: newer light vehicles skip it, a six-year-old vehicle gets a one-year renewal without inspection, and all others must pass inspection before renewing — which puts heavy trucks squarely in the inspection-required track. Motor Carrier Services is appointment-only for new accounts and new vehicles, and renewal opens 90 days before expiration.
Apportioned (IRP) registration in Delaware
If you run in two or more jurisdictions, you register through the International Registration Plan rather than as a purely intrastate vehicle. In Delaware that is handled by Delaware DMV Motor Carrier Services Section, Dover (302-744-2702). Proof of HVUT payment is part of the IRP application and renewal — an apportioned account cannot add a taxable vehicle whose Form 2290 is unpaid.
