California heavy-truck paperwork is really three programs stacked together: apportioned registration through the DMV’s IRP Operations Section, the Commercial Vehicle Registration Act (CVRA) fee-and-decal system for trucks at 10,001 pounds and up, and CARB’s Clean Truck Check emissions program — which can put a hold on your registration all by itself.
Here is how the pieces fit, and where the federal Schedule 1 slots in.
The FHVUT rule at the DMV
The DMV’s IRP handbook states that commercial motor vehicles or buses operating at 55,000 pounds or more combined gross vehicle weight must have evidence of full payment of, or exemption from, the FHVUT before the vehicle can be registered. Acceptable proof: the original or a photocopy of the IRS-receipted Schedule 1 (stamped or e-file watermarked); a Schedule 1 with the front and back of the cancelled check showing full payment; or, for exempt vehicles, a receipted Schedule 1 listing the vehicle as exempt.
Opening and running a California IRP account
Apportioned registration applies to interstate vehicles over 26,000 pounds GVW or CGW (lighter vehicles can run on trip permits). New-carrier applications go to the IRP Operations Section — PO Box 932320, MS H160, Sacramento, CA 94232-3200; (916) 657-7971 — with the MC 2117 I and MC 2118 I schedules, USDOT number and MCS-150, a taxpayer identification number, an established place of business, and a REG 31 VIN verification. Terms run 12 months (13 on initial registration), and invoice balances are due 20 days from the invoice date. Intrastate-only vehicles are not IRP-eligible.
Intrastate heavy trucks instead register under CVRA: at 10,001 pounds or more declared gross or combined weight, CVRA fees replace ordinary weight fees, the declared weight goes on form REG 4008, and the truck displays CVRA weight decals on both sides, color-matched to the year.
The third program can stop everything: CARB’s Clean Truck Check (SB 210) covers diesel and alternative-fuel vehicles over 14,000 pounds — including out-of-state trucks operating in California. Non-compliance triggers a DMV registration hold, which clears one to three business days after the fix. Register in CTC-VIS, pay the annual per-vehicle fee ($32.13 for 2026 deadlines), and pass the periodic emissions tests.
The other California credentials
For-hire and commercial operations at 10,001 pounds GVWR or more also need a Motor Carrier Permit (which itself requires a CHP CA number first, plus insurance and workers’ compensation filings). Fuel taxes run separately: California IFTA is administered by the CDTFA, not the DMV (1-800-400-7115). On the agricultural side, the federal 7,500-mile suspension (Category W) applies as everywhere — file the 2290 in the suspended category and the receipted Schedule 1 still serves as your registration proof.
