New York did something rare: it put the DMV, the Tax Department, and the DOT behind one carrier-facing login. OSCAR — One Stop Credentialing and Registration — takes a single data entry and routes it to whichever agency owns the credential, eliminating multiple forms and agency visits.
It has quirks worth knowing before renewal week: the enrollment catch-22, the nightly downtime, and the session cap.
What OSCAR covers — and who runs what
Behind the one login sit three agencies: the DMV administers IRP (apportioned registration), the Department of Taxation and Finance administers IFTA and the Highway Use Tax, and the DOT issues special hauling permits. Through OSCAR you can add vehicles to IRP, IFTA, or HUT fleets, revise or cancel HUT certificates, pull lists of active HUT/AFC certificates, obtain 72-hour HUT trip certificates, transfer vehicles between fleets, transfer plates between IRP vehicles, and renew IFTA licenses — capped at 30 new vehicles per session.
The system is offline every day from 8:45 p.m. to midnight Eastern — a genuinely unusual maintenance window. Telephone support runs weekdays 8 a.m. to 4 p.m.: (518) 457-5735 for enrollment, passwords, HUT and IFTA; (518) 474-7667 for IRP at the DMV.
The enrollment catch-22
OSCAR’s own requirement: you must be a motor carrier currently registered in New York for IRP, IFTA, or HUT — plus an active USDOT number and an employer identification number. A brand-new carrier cannot start inside OSCAR; the first credential comes from the agency directly (new IRP accounts go through the DMV’s International Registration Bureau), and OSCAR takes over from there.
New IRP accounts also face New York’s address rules: a post office box is not acceptable proof of an established place of business or residence — the proof must show the street address, with individuals providing a NYS driver license plus three proofs and businesses a Department of State filing receipt plus proofs.
The 2290 at New York renewal
The DMV’s IRP renewal checklist (IRP-33) lists it plainly: proof of payment of Heavy Vehicle Use Tax (IRS Form 2290) for vehicles registered at 55,000 pounds or more for the July 1–June 30 period. Acceptable proof is a legible receipted Schedule 1 listing the vehicle, or a Schedule 1 copy plus payment proof such as both sides of the cancelled check — and proof is not required for new or used units registered within 60 days of the bill-of-sale date when the bill of sale accompanies the application.
Remember the HUT is a separate obligation with a far lower threshold (gross weight over 18,000 pounds) — a New York tractor-trailer typically carries the HUT credential, files HUT returns, and shows the federal Schedule 1 at IRP renewal.
