Iowa’s motor-carrier operation is deliberately centralized: one Ankeny office, one online system, and a paper process for new accounts that rewards getting the packet right the first time — incomplete applications simply wait. (One naming note: Iowa’s "TraCS" is police crash-reporting software; the trucking portal is the IFTA/IRP Online System.)
Opening an account: the mail-only rule
New IRP accounts cannot be processed in person. The packet — distance schedule, Schedule G application, vehicle schedule, and the record-retention statement signed in original ink (agents cannot sign) — goes by email, mail, or drop-off at Ankeny, with several days for review. Supporting documents include each vehicle’s title, a bill of sale for trucks purchased within 12 months, USDOT paperwork, and the 2290 proof.
Iowa’s base-state rules have teeth: an established place of business (three proofs; no cell-phone or virtual services for the utility bill; virtual and shared offices explicitly do not qualify) or proven Iowa residency. And unless you have payment history, the first payment must be in guaranteed funds.
The 2290 rule and the zero-grace calendar
Iowa words its threshold both ways — the checklist says a copy of IRS Form 2290 with e-file watermark (or stamped by the IRS) for each power unit with a GVWR of more than 54,999 pounds; the vehicle schedule says vehicles registered at 55,000 pounds or more. Same line. Documentation can accompany the vehicle schedule or arrive at payment time.
Renewals run on staggered fleet months with notices at least 60 days out — and Iowa is explicit that there is no grace period: the renewal must be received or postmarked on or before the last day of the expiration month, with payment due 30 days from invoice or by month-end, whichever is later. Records follow the IRP standard: the July–June reporting period for the current year plus three previous registration years, with 20%/50%/100% inadequate-records assessments.
