Where New York wants your Schedule 1
New York requires HVUT proof for vehicles at a combination or loaded gross weight of 55,000 pounds or more. The DMV accepts a Schedule 1 stamped "received" by the IRS, an unstamped Schedule 1 with proof of payment, or the Schedule 1 returned by the IRS displaying the "IRS e-file" logo.
Whichever counter you end up at, the document is the same: the Schedule 1 the IRS returns after processing your Form 2290, either manually stamped or carrying the e-file watermark. E-filing returns it within minutes, which matters when registration or a plate renewal is waiting on it.
New York adds its own Highway Use Tax on top
The state Highway Use Tax is separate from the federal 2290 and kicks in much lower — at a gross weight over 18,000 pounds. Before operating on New York highways you must obtain a certificate of registration and decal for each subject vehicle ($1.50 per vehicle), administered by the Department of Taxation and Finance rather than the DMV.
Apportioned (IRP) registration in New York
If you run in two or more jurisdictions, you register through the International Registration Plan rather than as a purely intrastate vehicle. In New York that is handled by International Registration Bureau, filed online through OSCAR (518-473-5834). Proof of HVUT payment is part of the IRP application and renewal — an apportioned account cannot add a taxable vehicle whose Form 2290 is unpaid.
