South Carolina centralizes IRP at Blythewood and pushes carriers into its Trucking Portal — which has two habits worth respecting: it withholds renewal credentials until the Schedule 1 is uploaded, and it deletes unfinished transactions after five business days of inactivity. Prepared carriers sail through; everyone else restarts.
Access and the MC-010 checklist
Portal access starts on paper: Form MC-26 (Motor Carrier Web Entry Access Application) mails to MCS in Blythewood. A new IRP account follows the MC-010 checklist — a vehicle titled in the applicant’s name, Schedules A/E and B, title or Form 400 application, bill of sale, the Infrastructure Maintenance Fee, insurance proof, the records agreement (MC-7), powers of attorney where used — and the receipt for HVUT/2290 for vehicles at 55,000 to 80,000 pounds GVW (SC lists don’t exceed 80,000). Base-jurisdiction proof means an established place of business that cannot be a home address, or SC residency with a license plus two matching-address documents.
Converting an intrastate plate to IRP? Turn in the intrastate plate. Owner-operators running under another carrier’s USDOT authority document it with the operational lease (IRP-9), per the statute quoted on the checklist itself.
The renewal gate: upload the 2290 or wait
The portal handles fleet renewals, amendments, plate and cab-card replacements, and IFTA — and its renewal flow states the rule plainly: you must upload the HVUT 2290 before credentials are received. The renewal document list wants the current-year 2290, reminders go out 30–45 days before your expiration month, applications should be back by the 10th of that month, and credentials must be on the vehicle by midnight of the month’s last day. Late fees escalate: $10 in the first 14 days, $25 through day 30, $50 through day 90, $75 beyond.
One process change to internalize: since January 1, 2024, SCDMV no longer forwards completed 2290s and payments to the IRS — you file directly (electronically at 25 or more vehicles), then upload the receipted Schedule 1.
The five-day rule: portal transactions left inactive for five business days — awaiting corrections or unpaid fees — are deleted and must be restarted from scratch. Have the watermarked Schedule 1 and payment ready before you begin, not after.
