Texas registers trucks in two completely different places: intrastate Combination plates come from the county tax assessor-collector (254 counties plus approved substations), while interstate carriers run apportioned registration — TxIRP — online through TxFLEET. The Motor Carrier Division behind it credentials roughly 87,000 carriers.
The 2290 checkpoints are built into both paths, and TxFLEET enforces them mechanically.
Setting up and running a TxFLEET account
TxIRP accounts need an established Texas place of business, a USDOT number, insurance, and proof of HVUT payment for qualifying vehicles. The system contact is TxFLEET@TxDMV.gov or 1-888-368-4689; paper goes to PO Box 26440, Austin, TX 78755-0440. UCR currency has been required since March 2022, and TxDMV audits about 3% of renewed IRP fleets each year.
The hard block: a vehicle cannot be added to an IRP fleet while its Form 2290 is unpaid, and a TxIRP renewal submitted without the Schedule 1 is rejected outright. E-file first; add the truck second.
What Texas accepts as HVUT proof
A Schedule 1 stamped by the IRS for the current July–June period; the e-filed Schedule 1 showing the IRS e-file watermark with its received date; or a copy of Schedule 1 plus the front and back of the cancelled check. The VIN on the Schedule 1 must match the registration application exactly. Newly titled units get a grace window — proof is required within 60 days of the date on the title assignment — and the federal filing deadline (last day of the month after first use) lands comfortably inside it.
County window or TxFLEET?
Texas-only operators take Combination plates at the county tax office (a TxDMV Number — intrastate operating authority — is required for commercial vehicles over 26,000 pounds hauling cargo). Interstate operators apportion through TxFLEET. Either way, the federal Heavy Vehicle Use Tax applies at 55,000 pounds gross or combined gross weight — the county checklist and the TxIRP checklist both demand the same Schedule 1.
