Wisconsin handles heavy trucks through one agency — WisDOT — but two channels: intrastate heavy plates (HTK and TOR classes) renew through Vehicle Registration, while interstate carriers run IRP and IFTA through Motor Carrier Services and its WisCRS system.
What makes Wisconsin distinctive is how deliberately paper-free the process is: the walk-in counter is gone for good, the state publishes one of the clearest acceptable-proof lists in the country, and there is literally a dedicated email inbox for Form 2290 documents.
Getting into WisCRS
Access to the WisCRS IRP and IFTA online application is requested with form MV2940 (the WisCRS System Access Request). Once in, carriers file IRP applications and renewals and handle IFTA reporting electronically. Motor Carrier Services answers at (608) 266-9900 and irp-ifta@dot.wi.gov; paper goes to P.O. Box 7979, Madison, WI 53707-7979.
No walk-ins, by design: WisDOT states the Motor Carrier Services customer service counter at the Hill Farms building is permanently closed. The only physical option is the document drop-box at 4822 Madison Yards Way in Madison.
The two-step heavy renewal (and the 2290 inbox)
For intrastate trucks at 55,000 pounds and greater, WisDOT describes a two-step renewal: file the IRS Form 2290 first, then mail a copy of the proof of payment (keep the original) with the renewal fee — and only then does the state send the Certificate of Vehicle Registration and stickers. Renewal notices go out at least 30 days before the plate expires.
Proof can go by mail (Vehicle Registration, P.O. Box 7401, Madison, WI 53707-7401), fax at (608) 266-5014, or email to 2290@dot.wi.gov. IRP carriers send proof with the IRP renewal to Motor Carrier Services instead.
WisDOT accepts three formats: a Schedule 1 stamped PAID or RECEIVED by the IRS; the complete unstamped return (all pages) with copies of both sides of the cancelled check matching the return amount; or the electronic Schedule 1 showing the dated IRS e-file watermark.
Exempt is not excused
Wisconsin requires paperwork even from carriers who owe no tax: vehicles the IRS exempts from HVUT payment must submit a statement of exemption with the registration renewal, and suspended vehicles (5,000 miles or less; 7,500 for agricultural) must send the 2290 showing the suspension request. Only the listed exempt registration classes — everything under 55,000 pounds, all trailers, motor homes, and certain bus and special-use plates — renew with just the notice and fee.
Renewal cycles: rolling intrastate, fleet-wide IRP
Intrastate heavy plates expire on a rolling cycle (the month and year are on the plate sticker), and Wisconsin offers unusual flexibility: quarterly registration for vehicles over 8,000 pounds at 25% of the annual fee plus $5, and consecutive-month registration (minimum three months) for listed seasonal commodities. IRP is the opposite: every apportioned vehicle in a fleet shares one expiration date, renewal packets go out about three months ahead — and the IRP manual is blunt that there is no grace period.
