Virginia IRP: VIIM, EZReg, and EZFleet Behind One Portal

Quick Answer

Virginia DMV Motor Carrier Services runs IRP and IFTA through the VIIM System (viim.dmv.virginia.gov), with fleet registration in EZReg (25–74 vehicles) and EZFleet (75+), all reached through the two-factor Motor Carrier Portal since April 2023. HVUT proof is required at registered gross weights of 55,000 pounds or more: a receipted or stamped Schedule 1 (the e-file symbol and date count), or a completed signed 2290 with the cancelled check (front and back) or an EFT receipt — and one receipted Schedule 1 covers as many vehicles as its Part II count reports. IRP plates run 12 months from your application month.

Virginia consolidated its motor-carrier systems behind a single secure login in 2023: the Motor Carrier Portal fronts VIIM (IRP and IFTA transactions), EZReg, and EZFleet with two-factor authentication. The paperwork rules underneath are among the more flexible on the East Coast — particularly on what counts as 2290 proof.

The system map

VIIM — the Virginia IFTA IRP Management System — is the free transaction system for apportioned registration, supplements, IFTA licensing and filings. EZReg serves fleets of 25 to 74 vehicles for renewals, replacement plates and records with no participation fee; EZFleet lets 75-plus-vehicle fleets title, register and renew without visiting a customer service center. All three sit behind the Motor Carrier Portal’s two-factor login. Third-party agents can use VIIM under an approved agreement (allow up to three business days for approval); payments run by e-check, card (1.5% fee at $10,000 and over), or ACH.

New accounts title each vehicle in Virginia, file the Apportioned Registration Application (Form IRP 1A) with HVUT proof where applicable, and pay the DMV invoice; supplements go through VIIM or Form IRP 1B. Plates are issued for 12 months expiring at the end of the month based on your application date — a rolling cycle rather than a statewide season — and credentials mail from DMV headquarters.

Virginia’s flexible 2290 proof — and the fleet rule

At 55,000 pounds registered gross weight and up, Virginia accepts: a copy of the receipted or stamped Schedule 1 returned by the IRS (a 2290 stamped as received or showing the e-file symbol and date qualifies); or a completed, signed and dated Form 2290 accompanied by the front and back of the cancelled check or an EFT receipt.

The rule fleets should exploit: only one receipted Schedule 1 is required regardless of the number of vehicles being registered, as long as the count does not exceed the quantity reported in Part II of that Schedule 1. One e-filed return covering the fleet produces exactly that document.

Records housekeeping: Virginia requires mileage-supporting records for the current registration year plus three prior years. The IFTA/IRP Work Center answers at (804) 249-5140, iftairp@dmv.virginia.gov.

Frequently asked questions

What is the VIIM System?
Virginia’s free electronic system for IRP and IFTA transactions — registrations, supplements, decals, quarterly filings — at viim.dmv.virginia.gov, reached through the two-factor Motor Carrier Portal alongside EZReg and EZFleet.
Can one Schedule 1 cover my whole Virginia fleet?
Yes — Virginia requires only one receipted Schedule 1 regardless of how many vehicles you register, provided the number does not exceed the vehicle count reported in Part II of the form. File one 2290 for the fleet and the single watermarked Schedule 1 does the job.
What if my 2290 isn’t stamped yet?
Virginia accepts a completed, signed and dated Form 2290 with either the front and back of the cancelled check or an EFT receipt as proof. E-filing skips the question — the watermarked Schedule 1 typically arrives within minutes of IRS acceptance.
When does my Virginia IRP registration expire?
Twelve months from your application month, at month end — apply September 1, 2025 and the plates expire August 31, 2026. It is a rolling cycle set by each account, not a statewide renewal date.
